In addition to the visa/temporary residence card, foreigners also need to declare their temporary residence at a public security office of the commune, ward, or town where the foreigner resides if they want to reside legally in Vietnam.
The places where foreigners temporarily reside in Vietnam include tourist accommodation establishments, guesthouses, housing areas for foreigners who work, study, and practice as probationers, medical examination and treatment establishments, private houses, and other accommodation establishments prescribed by law, collectively referred to as accommodation establishments.
1. RESPONSIBILITIES FOR DECLARATION OF TEMPORARY STATION
The person directly managing and operating the operation of the accommodation establishment is responsible for declaring temporary residence for foreigners currently residing at his/her accommodation establishment within 12 hours. For remote and remote areas, this number is 24 hours from the time the foreigner arrives at the accommodation establishment.
2. REASONS WHY DECLARATION OF TEMPORARY RESIDENCE IS NECESSARY

- The procedure of granting a Criminal Record Certificate to foreigners in Vietnam
A criminal record is a required document for foreigners to legally apply for a work permit in Vietnam.
- The procedures for granting a work permit to a foreigner in the matter of obtaining a Vietnamese Criminal Record Certificate (in case of having no Criminal Record Certificate granted by a foreign country).
3. PENALTIES FOR ADMINISTRATIVE VIOLATIONS FOR NOT DECLARING TEMPORARY RESIDENCE FOR FOREIGNERS IN VIETNAM
- A fine ranging from 2,000,000 VND to 4,000,000 VND shall be imposed for failing to declare temporary residence for foreigners as prescribed by law;
- A fine ranging from 3,000,000 VND to 5,000,000 VND shall be imposed for foreigners failing to provide or provide untruthful information to accommodation establishments to declare temporary residence by the law.
