Vietnam entry approval letter/Vietnam entry permit is a written approval from the Immigration Department allowing a foreign individual or group to enter Vietnam once or multiple times.

1. Sample entry letter for foreigners

“Immigration letter” roughly means a letter of approval from the Immigration Department to allow a Vietnamese enterprise to sponsor foreigners to enter Vietnam for tourism, commercial or labor purposes. or visit relatives. When a person is granted an entry letter, that person has been "allowed" to enter Vietnam.

For example, when you want to invite a friend (foreigner) to Vietnam, you have to get permission from the State, the locality and in this case, the Immigration Department. If the agency agrees, they will send a letter stating “we agree for you to invite that foreigner, on that day, that month, that year to enter Vietnam and come to your house/ she plays". This letter is the entry letter.

Pursuant to the Circular No. 04/2015/TT-BCA dated January 5, 2015 of the Minister of Public Security stipulating the form of documents related to the entry, exit and residence of foreigners in Vietnam, the form The official letter applying for entry to Vietnam for foreigners is form NA2 and includes the following information:

• Information of the person entering the country: Full name, date of birth, passport number.
• Information of the guarantee company.
• Purpose or reason for entry.
• Where to get Vietnam visa.

2. Classification of entry documents

Depending on the purpose, location of receiving Vietnam visa and the duration of visa granted to foreigners, the entry permit letter is classified as follows:

• According to the visa receiving location:  International airport border gate, land border gate, waterway border gate, Vietnamese embassies/LSQs in other countries.
• According to the purpose of entering Vietnam:  Work, travel, work, study abroad,...
• According to visa duration and number of times in and out of Vietnam:  1 month, 3 months, 6 months, 1 year/1 time, many times.

In order to get the document to guarantee entry  for a foreigner to enter Vietnam, the agency that invites and sponsors the foreigner must go to the immigration office to carry out the procedures for approval. However, in reality this is not so simple.

3. Conditions for issuance of entry documents

Applying for an entry letter is the first step in the process of applying for a Vietnam visa for foreigners. So, what are the conditions for granting an entry letter?

• To be granted an entry letter, a foreigner must meet the following conditions:Have a passport or valid international travel document;
• There are agencies, organizations and individuals in Vietnam to invite or guarantee;
• Not in the case of not allowing entry.

After being granted an entry letter, the next step is to apply for a visa. Foreigners must have documents proving the purpose of entry:

• Investment must have documents proving the investment in Vietnam;
• To practice law in Vietnam must have a practicing license;
• Laborers must have a work permit according to the provisions of the Labor Code;
• Learning must be received in writing by the school or educational institution of Vietnam.

Cases that are not allowed to enter

• Children under 14 years old are not accompanied by a parent, guardian or authorized person.
• Forging papers, making false statements in order to be granted valid papers for entry, exit and residence.
• People suffering from mental illnesses or infectious diseases that pose a danger to public health.
• Being expelled from Vietnam for less than 03 years from the effective date of the decision on expulsion.
• Being forced to leave Vietnam within 06 months from the effective date of the decision on forced exit.
• For disease prevention and control reasons.
• Due to natural disaster.
• For reasons of national defense, security, social order and safety.

4. Procedures for applying for an entry letter

4.1. What documents are required?

Depending on the purpose of entry into Vietnam, the requirements for the entry documents of foreigners are different. However, basically, the following information and documents are required:

• Passport number or face color scan passport.
• Entry date.
• First and last name.
• Date of birth.
• Application form for consideration of entry for foreigners according to form NA2.
• Some documents according to the regulations of the Immigration Department.

Normally, the entry dispatch will be made by individuals, organizations and businesses that invite and guarantee foreign citizens.

Note:  Due to the complicated development of the Covid epidemic in the world, Vietnam and many other countries have implemented policies to restrict entry to prevent the spread of the disease. 4.2. The agency receiving and processing the application for an entry letter

The guarantee agency for foreigners in Vietnam can apply for an entry letter for foreigners at the Immigration Department of one of the three cities of Hanoi, Da Nang or Ho Chi Minh City:

• Immigration Department in Hanoi: 44-46 Tran Phu, Ba Dinh, Hanoi.
• Immigration Department in Ho Chi Minh City: 254 Nguyen Trai, District 1, City. Ho Chi Minh.

4.3. Time approval of application for entry officialVietnamfor foreigner

Within 05 - 07 working days from the date of receipt of the written request for visa issuance, the immigration management agency shall consider, process and reply to the inviting or guaranteeing agency, organization or individual. and notify the visa-issuing authority of Vietnam abroad.

4.4. Fee for applying for an entry letter

The fee for applying for a letter of entry doesn't have a specific price. Because the fee depends on the length of stay and the desired number of entry times of the foreigner. Pursuant to Circular 219/2016/TT-BTC of the Ministry of Finance stipulating the rate, collection, payment, management and use of fees and charges in the field of exit, entry and transit, residing in Vietnam, the fee for applying for an entry letter has the following prices:

• One-time value type: 25 USD.
• Type 3 months many times: 50 USD/piece.
• Value type over 03 to 06 months: 95 USD/piece.
• Type of value over 06 to 01 year: 135 USD/piece.
• Type of value over 01 year to 02 years: 145 USD/piece
• Type of value over 02 years to 05 years: 155 USD/piece.

Note: The above is a mandatory fee to be paid to the State agency. In addition, there is a fee for preparing documents, traveling to carry out procedures... In cases where the fees and charges have been paid but are not eligible to issue relevant documents or refuse to receive the results of the application processing, fee-collecting organizations will not have to refund the collected fees and charges.

5. Why should you not apply for an entry visa yourself?

In order to obtain an document to guarantee entry  for a foreigner to enter Vietnam, the agency that invites and guarantees such a foreigner must go to the immigration office to carry out procedures for approval.
