1. Things to know about marriage procedures with foreigners
1.1 Conditions of conduct
If your marriage falls into one of the following cases, you must complete the procedures for marriage registration with a foreigner in accordance with Vietnamese law. Those cases are:
Marriage between Vietnamese citizens and foreigners.
Marriage between a Vietnamese citizen residing in the country and a Vietnamese citizen residing abroad.
Marriage between Vietnamese citizens residing abroad.
Marriage between a Vietnamese citizen who holds a foreign nationality and a Vietnamese citizen or a foreigner.
In case a foreigner residing in Vietnam requests to register his/her marriage in Vietnam, the district-level People's Committee of the place where either party resides shall register the marriage.
1.2 Registration documents
Pursuant to Articles 18 and 38 of the Law on Civil Status and Article 30 of Decree 123/2015/ND-CP detailing a number of articles and measures to implement the Law on civil status. A marriage registration dossier includes:
A certificate from a competent Vietnamese or foreign medical organization certifying that the person does not have a mental illness or another disease without the ability to perceive and control his or her behavior;
Documents proving marital status; In case the foreign country does not issue a certificate of marital status, it shall be replaced with a document issued by a foreign competent authority certifying that the person is eligible for marriage according to the law of that country;
Copy of passport or valid document in lieu of passport.
For people who are Vietnamese citizens, they need:
Identity card, household registration book;
A certificate from a competent Vietnamese medical organization certifying that you do not have a mental illness or other disease without the ability to perceive and control your own behavior;
Certificate of marital status.

1.3 Review time
If the submitted documents are valid and complete in accordance with regulations, your application will be approved after an average of 15 days from the time you submit your application for an interview at the District People's Committee where one of the two parties is residing.
